Lake Tahoe has millions of visitors every year.  As someone who dislikes crowds, I've spent the last 5 years exploring this region in search of unique views without tourists.  When helping people plan proposals and choose a Lake Tahoe Proposal Location, there are a few key questions I ask:
1. Where are you staying?
I recommend the North Shore. It's typically easy to find a nice airbnb or hotel in Incline Village, Kings Beach, Tahoe City, Truckee, or Tahoma. North Shore has better mountainscapes, sleepy towns, and the best food. South Lake Tahoe is great too, it's just a bustling little city that I tend to avoid (see my stance on crowds above).
2. What kind of lake tahoe proposal location Do you want?
Beach, forest, snowy, mountaintop, grand view, etc.?
We have a great variety of backdrops to choose from! Which suits you two best?
3. When will you be in Tahoe?
What time is sunset / sunrise? I recommend planning to propose within 45 minutes before or after sunrise or sunset for the best lighting.
4. How will you 'frame' the surprise?
Most commonly, my clients book a dinner reservation at a nice restaurant and then stop to check out a cool view on the way and propose.
